During the past 5 years of attending MW conferences I have noticed a that the majority of BOW winners are from MW speakers and committee member institutions. Is this simply a coincidence or do you have be a part of the inner circle to win?

I am all for a more "open door" voting process. Allow all participants for MW 2008 to cast a vote in all categories.
