There is a new ISO standard emerging from ISO JTC1 SC 36 that helps match users to resources so that when resources are not 'universally accessible' they may still be useful for a particular person. The details are available in a number of places but perhaps start with

The new approach is known as the Access For All approach and depends on technology that does matching and sometimes finds substitutes or supplements where there is inaccessible content or inaccessible components.
